1)) Ensure AppFabric Caching service has started (the Startup Type should be automatic).  Set Log On As to Local System if permissions are insufficient.

2) Ensure all Application Pools in IIS have a status of Started.  For some reason the upgrade may stop them.

3) Re-run the Sharepoint 2013 Products Configuration Wizard and ensure it executes without failure.

4) When running Visual Studio 2013, ensure you use "Run As Administrator".
