Solution:  add them to an Office 365 Team or Azure DevOps.

  Alternatively:
  1) have the user login and join azure devops
  2) invite them to the devops organization (that is linked to the AAD org)
  3) Instead of having them accept the email invitation, simply have them click the devops organisation url (not the invitation link).
  4) They will now be a member of the organisation as well as the devops organization (this works for Microsoft accounts as well).

  If the user gets a "does not have access" error, they need to logout and login again. At login, they will get the invitation dialog.
